{"id":6661,"date":"2026-04-21T13:11:28","date_gmt":"2026-04-21T13:11:28","guid":{"rendered":"https:\/\/dev.maryknollsociety.org\/magazine\/?p=6661"},"modified":"2026-04-29T13:13:50","modified_gmt":"2026-04-29T13:13:50","slug":"costa-rica-local-church-concerned-over-us-deportees-deal","status":"publish","type":"post","link":"https:\/\/dev.maryknollsociety.org\/magazine\/costa-rica-local-church-concerned-over-us-deportees-deal\/","title":{"rendered":"Costa Rica: Local Church Concerned Over US Deportees Deal"},"content":{"rendered":"\n<p><em>By Eduardo Campos Lima, <a href=\"https:\/\/www.osvnews.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">OSV News<\/a><\/em><\/p>\n\n\n\n<p>(OSV News) \u2014 The&nbsp;Catholic&nbsp;Church in&nbsp;Costa&nbsp;Rica&nbsp;has expressed concern over an agreement signed by the government and the United States under which the Central American country will receive up to 25 migrants per week deported by Washington.<\/p>\n\n\n\n<p>The first flight, carrying citizens from Albania, Cameroon, China, Guatemala, <a href=\"https:\/\/www.maryknollmagazine.org\/2025\/04\/church-workers-welcome-deported-migrants-to-honduras\/\" target=\"_blank\" rel=\"noreferrer noopener\">Honduras<\/a>, India, Kenya and Morocco, arrived April 11 in San Jos\u00e9, according to&nbsp;Costa&nbsp;Rica\u2019s General Directorate of Migration.<\/p>\n\n\n\n<p>The memorandum of understanding, signed in March by outgoing President Rodrigo Chaves \u2014 who will step down May 7 and be replaced by President-elect Laura Fern\u00e1ndez Delgado \u2014 and U.S. envoy Kristi Noem, stipulates that&nbsp;Costa&nbsp;Rica&nbsp;will receive <a href=\"https:\/\/www.maryknollmagazine.org\/2025\/05\/advocates-deportations-violate-court-order-human-rights\/\" target=\"_blank\" rel=\"noreferrer noopener\">groups of third-country nationals<\/a> each week.<\/p>\n\n\n\n<p>Each group will be sent to a hotel and will spend the first seven days under the auspices of the International Organization for Migration. After that, it is unclear how the program will continue.<\/p>\n\n\n\n<p>\u201cThe church was not consulted by the government before the agreement was signed,\u201d Auxiliary Bishop Daniel Blanco M\u00e9ndez of San Jos\u00e9 told OSV News.<\/p>\n\n\n\n<p>Bishop Blanco, who leads the&nbsp;Costa&nbsp;Rican&nbsp;bishops\u2019 conference\u2019s Human Mobility Pastoral Ministry, said that the church has much to contribute to the government when it comes to&nbsp;<a href=\"https:\/\/www.maryknollmagazine.org\/2026\/03\/forum-immigration-enforcement-separates-families-and-harms-children\/\" target=\"_blank\" rel=\"noreferrer noopener\">immigration<\/a>.<\/p>\n\n\n\n<p>Catholic&nbsp;organizations work directly on the issue, providing support to people traveling north to reach the United States or south to return to their countries of origin after encountering problems with U.S.&nbsp;immigration&nbsp;authorities.<\/p>\n\n\n\n<p>\u201cWe can offer not only spiritual assistance, but also help through our immigrant centers, temporary shelters, and so on,\u201d Bishop Blanco said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Concerns rise from previous negative experiences\u00a0<\/h2>\n\n\n\n<p>The Human Mobility Pastoral Ministry expressed concerns about the process because of a previous experience. In 2025, nearly 200 foreigners were sent by the United States on a plane and housed in a so-called Temporary Migrant Care Center, or <a href=\"https:\/\/www.globaldetentionproject.org\/countries\/americas\/costa-rica\/detention-centres\/2799\/centro-de-atencion-temporal-para-migrantes-catem\" target=\"_blank\" rel=\"noreferrer noopener\">CATEM<\/a>, located in a remote forested area near the border with Panama.<\/p>\n\n\n\n<p>\u201cIf it were not for a court ruling that restored their rights, they would probably still be facing adverse conditions,\u201d Father Gustavo Meneses Castro, executive secretary of the Human Mobility Pastoral Ministry, told OSV News.<\/p>\n\n\n\n<p>The group was effectively detained in the CATEM for two months. After the Costa Rican Constitutional Court ruled the situation unconstitutional, many returned to their home countries or moved to third nations.<\/p>\n\n\n\n<p>Now, a year later, the church has reason to believe that the country remains unprepared to receive and handle such a diversity of nationalities.<\/p>\n\n\n\n<p>\u201cI doubt the government has the capacity to deal with such diversity. How can you provide adequate assistance without speaking their languages, for instance?\u201d Father Meneses said.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.maryknollmagazine.org\/2026\/01\/ice-deported-minnesota-church-employee-surveilled-parish-during-mass\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sending people back<\/a> to their countries without knowing the conditions they will face there is also dangerous, he added.<\/p>\n\n\n\n<p>He also expressed concern about the lack of a program to integrate into society those who may wish to remain in&nbsp;<a href=\"https:\/\/www.maryknollmagazine.org\/2023\/10\/overwhelmed-by-migrants-costa-rica-declares-state-of-emergency\/\" target=\"_blank\" rel=\"noreferrer noopener\">Costa&nbsp;Rica<\/a>.<\/p>\n\n\n\n<p>\u201cThe government said there will be a special regime for those who want to apply for refugee status or temporary work. But&nbsp;immigration&nbsp;authorities have already received a large number of requests, especially from Nicaraguans and Venezuelans, and have been unable to process them,\u201d the priest explained.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pastoral ministry urges for respect for human dignity<\/h2>\n\n\n\n<p>Father Meneses said that the Human Mobility Pastoral Ministry had requested a meeting with the General Directorate of Migration in March, but it was canceled just a few hours before the scheduled time.<\/p>\n\n\n\n<p>The pastoral ministry released a statement April 6 on the memorandum of understanding. In the document, it said that \u201cevery migration policy must focus on <a href=\"https:\/\/www.maryknollmagazine.org\/2025\/02\/pope-to-us-migration-policies-must-respect-human-dignity\/\" target=\"_blank\" rel=\"noreferrer noopener\">human dignity<\/a> and on the unrestricted respect for fundamental rights.\u201d<\/p>\n\n\n\n<p>The statement also listed the human principles that must be upheld by the agreement, mentioning the need to offer \u201cdignified conditions of reception, with assistance, safety, and well-being.\u201d<\/p>\n\n\n\n<p>\u201cThe Gospel reminds us: \u2018I was a stranger and <a href=\"https:\/\/www.maryknollmagazine.org\/2025\/09\/migrants-are-not-enemies-just-brothers-and-sisters-in-need-pope-says\/\" target=\"_blank\" rel=\"noreferrer noopener\">you welcomed me<\/a>,&#8217;\u201d the letter concluded.<\/p>\n\n\n\n<p>Father Meneses told OSV News that&nbsp;Costa&nbsp;Rica&nbsp;has been accepting such agreements with the United States due to diplomatic pressure.<\/p>\n\n\n\n<p>\u201cThe new&nbsp;Immigration&nbsp;and Customs Enforcement (ICE) measures have been <a href=\"https:\/\/www.maryknollmagazine.org\/2026\/02\/data-on-immigrant-detentions-confirm-the-fears-of-u-s-bishops\/\" target=\"_blank\" rel=\"noreferrer noopener\">overcrowding U.S. facilities<\/a>, so they now need to send some deportees to other countries,\u201d he said.<\/p>\n\n\n\n<p>Bishop Blanco told OSV News that President-elect Fern\u00e1ndez had met with members of the&nbsp;bishops\u2019 conference and hopes that she will meet again with church leaders in May.<\/p>\n\n\n\n<p>\u201cShe showed herself open to dialogue and willing to receive the church\u2019s help,\u201d he said.<\/p>\n\n\n\n<p><em>Featured image: Costa Rican authorities receive a flight carrying 25 people deported from the U.S. at the Juan Santamaria International Airport, near Alajuela, Costa Rica, April 11, 2026.
