Duca of Baton Rouge has issued a dispensation from the obligation to attend Mass for those concerned for their safety.<\/p>\n\n\n\n<p><a href=\"https:\/\/diobr.org\/news\/bishop-ducas-statement-regarding-mass-obligation\" target=\"_blank\" rel=\"noreferrer noopener\">The dispensation<\/a>, announced in a Dec. 4 statement posted to the diocese\u2019s website, applies to Sundays and holy days of obligation, and remains \u201cvalid until the individual Catholic determines it is safe to attend Mass again or this dispensation is revoked or amended.\u201d<\/p>\n\n\n\n<p>He said that \u201cthose who choose to stay at home should gather as a family and spend time in prayer to keep the Lord\u2019s Day holy.<\/p>\n\n\n\n<p>\u201cReading the daily Mass readings, praying the rosary, or reciting a novena for intercessory protection are all suitable alternative spiritual practices for those accepting this dispensation,\u201d he instructed.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.sbdiocese.org\/bishops\/rojas.cfm\" target=\"_blank\" rel=\"noreferrer noopener\">Bishop Alberto Rojas<\/a> of San Bernardino, California, issued a similar dispensation on July 8, and the Diocese of Nashville provided guidance in May on Mass obligations during immigration raids.<\/p>\n\n\n\n<p>Bishop Duca said his decision \u2014 which comes just weeks after the U.S. Conference of Catholic Bishops\u2019 Nov. 12 special pastoral message on immigration \u2014 was issued \u201cwith a heavy heart\u201d and \u201cin this time of uncertainty.\u201d<\/p>\n\n\n\n<p>He pointed to \u201cthe recent publicized arrival of Immigration and Customs Enforcement (ICE) officers into south Louisiana and greater Baton Rouge,\u201d noting that \u201cmany of the faithful genuinely fear <a href=\"https:\/\/www.maryknollmagazine.org\/2025\/11\/pope-calls-treatment-of-immigrants-in-us-extremely-disrespectful\/\" target=\"_blank\" rel=\"noreferrer noopener\">immigration enforcement action<\/a>.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Local police consider collaborating with ICE<\/h2>\n\n\n\n<p>On Dec. 3, the Department of Homeland Security announced \u201cOperation Catahoula Crunch\u201d \u2014 named for a dog breed native to Louisiana \u2014 which the agency said targeted \u201ccriminal illegal aliens roaming free thanks to sanctuary policies that force local authorities to ignore\u201d <a href=\"https:\/\/www.maryknollmagazine.org\/2025\/10\/chicago-catholics-denounce-ice-tactics-against-immigrants\/\" target=\"_blank\" rel=\"noreferrer noopener\">ICE<\/a> arrest detainers.<\/p>\n\n\n\n<p>While state officials \u2014 including Louisiana Gov. Jeff Landry \u2014 have endorsed the Trump administration\u2019s crackdown on immigration, New Orleans has since 2016 prohibited its officers from aiding federal immigration law enforcement, except in limited cases, and is a sanctuary city.<\/p>\n\n\n\n<p>Baton Rouge\u2019s police department, in contrast, is currently in discussions with federal officials to participate in ICE\u2019s <a href=\"https:\/\/www.maryknollmagazine.org\/2025\/05\/tennessee-diocese-clarifies-mass-obligations-as-immigration-crackdown-empties-pews\/\" target=\"_blank\" rel=\"noreferrer noopener\">287(g) program<\/a>, referencing a section of the Immigration and Nationality Act that authorizes ICE to delegate certain enforcement actions \u2014 such as identification and arrest \u2014 to state and local law enforcement, who work under ICE oversight.<\/p>\n\n\n\n<p>Immigration advocates in Louisiana have reported detentions of U.S. citizens in the sweeps, and have accused ICE officials of racial profiling.<\/p>\n\n\n\n<p>In the New Orleans suburb of Marrero, security footage showed a 23-year-old woman, identified by NBC News as Jacelynn Guzman, a U.S.-born citizen, being pursued Dec. 4 by masked <a href=\"https:\/\/www.maryknollmagazine.org\/2025\/07\/ice-presence-casts-shadow-over-national-eucharistic-pilgrimage-in-la\/\" target=\"_blank\" rel=\"noreferrer noopener\">immigration agents<\/a> as she ran to her home. Guzman told the outlet she had repeatedly told them she was a U.S. citizen. The agents stopped at the property line, as Guzman\u2019s stepfather ordered them away.<\/p>\n\n\n\n<p>DHS later said that \u201cU.S. Border Patrol was conducting a targeted immigration enforcement operation against a criminal illegal alien previously charged with felony theft and convicted of illegal possession of stolen property,\u201d and \u201cencountered a female matching the description of the target.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Fear of raids affects Hispanic community<\/h2>\n\n\n\n<p>The agents \u201cdetermined the individual in question was not the target,\u201d and all \u201cdeparted the area\u201d without making any arrests, said DHS.<\/p>\n\n\n\n<p>In his message mentioning the fear people have of immigration enforcement actions, Bishop Duca said, \u201c<a href=\"https:\/\/www.maryknollmagazine.org\/2025\/04\/church-workers-welcome-deported-migrants-to-honduras\/\" target=\"_blank\" rel=\"noreferrer noopener\">These expulsions<\/a> are affecting not only our Catholic Hispanic brothers and sisters but also refugees and immigrants of all denominations from other nations who form the rich tapestry of our local communities.<\/p>\n\n\n\n<p>\u201cThese are our neighbors, coworkers, and parishioners,\u201d said the bishop.<\/p>\n\n\n\n<p>As of Nov. 16, well over 65,000 individuals are in ICE custody, with 73.6% of those detained having no criminal conviction, and many of those with convictions were responsible for minor offenses such as traffic violations, according to Syracuse University\u2019s Transactional Records Access Clearinghouse.<\/p>\n\n\n\n<p>Pew Research Center has reported that close to half of the nation\u2019s Latinos (47%) report <a href=\"https:\/\/www.maryknollmagazine.org\/2025\/08\/catholics-in-los-angeles-come-together-to-help-others-amid-deportation-fear\/\" target=\"_blank\" rel=\"noreferrer noopener\">feeling less safe<\/a> in their neighborhoods due to the Trump administration\u2019s deportation campaigns.<\/p>\n\n\n\n<p>Latinos\u2019 daily routines have been impacted, said Pew survey respondents, with 19% recently changing their everyday activities over concerns of being asked to prove their legal status, and 11% reporting they now more often carry documentation proving their citizenship of immigration status.<\/p>\n\n\n\n<p>In addition, some Latinos \u201care engaging in certain activities less often in recent months,\u201d reporting to Pew that they\u2019re avoiding local community or cultural events (10%), speaking a language other than English (9%), family and friend gatherings (9%), grocery shopping (8%) and religious services (7%).<\/p>\n\n\n\n<p>\u201cNational security and the protection of <a href=\"https:\/\/www.maryknollmagazine.org\/2025\/02\/pope-to-us-migration-policies-must-respect-human-dignity\/\" target=\"_blank\" rel=\"noreferrer noopener\">human dignity<\/a> are not incompatible,\u201d said Bishop Duca. \u201cWe must advocate for a just solution to this difficult situation in our country.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What does the social doctrine of the Church say?<\/h2>\n\n\n\n<p>Catholic social teaching on immigration balances three interrelated principles \u2014 the right of persons to migrate in order to sustain their lives and those of their families, the right of a country to regulate its borders and control immigration, and a nation\u2019s duty to regulate its borders with justice and mercy.<\/p>\n\n\n\n<p>The Catechism of the Catholic Church instructs that \u201cmore prosperous nations are obliged, to the extent they are able, to welcome the foreigner in search of the security and the means of livelihood which he cannot find in his country of origin\u201d (Catechism, 2241).<\/p>\n\n\n\n<p>In his Dec. 4 statement, Bishop Duca urged the faithful to \u201cpray for those <a href=\"https:\/\/www.maryknollmagazine.org\/2025\/08\/more-states-to-copy-alligator-alcatraz-amid-reports-of-inhumane-conditions\/\" target=\"_blank\" rel=\"noreferrer noopener\">immediately affected<\/a>, especially during this Advent season \u2014 a time in which we should be anticipating the joy of Christmas, surrounded by our family in celebration, instead of the experience of anxiety and fear.<\/p>\n\n\n\n<p>He quoted Pope Leo XIV\u2019s apostolic exhortation \u201c<a href=\"https:\/\/www.maryknollmagazine.org\/2025\/11\/five-takeaways-from-dilexi-te\/\" target=\"_blank\" rel=\"noreferrer noopener\">Dilexi Te<\/a>\u201d (\u201cI Have Loved You\u201d): \u201cGod has a special place in his heart for those who are discriminated against and oppressed, and he asks us, his Church, to make a decisive and radical choice in favor of the weakest. \u201c<\/p>\n\n\n\n<p>\u201cThrough our prayers and actions, may those <a href=\"https:\/\/www.maryknollmagazine.org\/2025\/09\/migrants-are-not-enemies-just-brothers-and-sisters-in-need-pope-says\/\" target=\"_blank\" rel=\"noreferrer noopener\">who are suffering<\/a> know
